Paint the walls a warm color to coordinate with the surrounding room.  Place an area rug under the table.  Try picking a color out of the rug to cover the chair cushions.  Add some softness to the room with floor to ceiling drapes.  Some artwork on the walls, a new chandelier with matching shades and some candlelight and you should be well on your way to an inviting, warm dining room.
